University Fees paid by Employers’ Graduate Tax – ‘Graduate Bond’ model

Petition Details

This petition proposes free university tuition fees for all students and calls for the universities and employers to bear their fair share of the risks and not just receive the rewards and help to avoid a sub-prime moral hazard student loan debt crisis.

Additional Information

No university tuition fees for students.
University tuition fees based on projected salary but capped at average actual salary for first 10 years of graduate’s working life.
Employer pays 12% Graduate Tax over 10 years to cover tuition fees plus interest and in return receive corporation tax credit.
Employers’ Graduate Tax expires 15 years after graduation.
Any shortfall will be the University’s risk and gains shared 50/50 between the university and employer.
