Abandon the system for starting petitions.
The system for allowing the raising of petitions should give ordinary citizens a voice in Parliament. If however they are refused even before a debate has been scheduled the system is unfit for purpose.
A recent example is where almost 2 million people voted an issue of great significance but the government refused the request before any discussion had taken place.
