NHS to be run by each local council rather than a national organisation
The NHS is run as a national organisation which means that money is wasted rather than being spent on the actual needs of hospitals. This would look to change that and instead give the responsibilities of running the local NHS to local councils - looking at the hospital needs, therefore less waste.
