Not to raise council tax to pay for elderly care services ,we can't afford it
Councils want to raise council tax to pay for the care of paitients that need care out of hospitals, they plan to increase council tax to pay for elderly care at homes because they can't afford it, so they want to pass the cost onto the homer owner that is struggling to cope
Force the council to get the money to pay for elderly care at home from the government not the home owner or tennant that can't afford the rise on council tax,the council will force the home owner/ tennant into poverty as they can't afford to pay out more money from their wages

Council tax is set by local councils, not the UK Government or Parliament.
You could start a new petition calling on the Government to increase the funding to local councils, so that they can provide care services without raising council tax.
