Allow people to object to parliamentary petitions as well as support then
Parliament must consider for debate any petition with 100K signatures. Petitions should also allow people to register their objection to the proposition and only those with 100K net signatures in favour should be considered for debate.
Considering parliamentary petitions costs money and currently anyone can propose one and, if it has sufficient support it must be considered regardless of how much opposition their may be to it.
Debates need to be balanced so people should have just as much opportunity to object to petitions as they do to support them.
