Change E-Petitions to allow people to sign against proposals
I love the idea of E-Petitions but when I see petitions like bringing back the death penalty, I would like to sign against it. I understand this is not a voting system but just having signatures for the proposal is a little one sided.

There's already a petition about this issue. We cannot accept a new petition when we already have one about a very similar issue.
