Prohibit high frequency financial transactions

Additional Information

Financial institutions commonly trade using electronic systems and exchanges
which allow sub-second transactions to be executed. These transactions are
often conducted in a few milliseconds and can be referred to as
high frequency, low latency or algorithmic trading.

This short timescale discriminates against geographically distant
market participants, it may also increase volatility or allow price
manipulation.

The Government should regulate or legislate as necessary to prevent any
exchange or similar entity from offering this form of trading until the
benefits are proven by a consensus of independent research and controlled
trials.
