Replace not banning someone with 12 points with a "Suspended" driving ban.
Current press reports identified someone with 62 points on their licence and still allowed to drive is not fair on law abiding citizens using the "Hardship" option.
BBC Report under the freedom of information dated 23rd Feb 2017. Introducing a "Suspended" driving ban under hardship cases should encourage defendants to abide by the law.
