Make it a legal requirement for all public officers to undertake ethics testing
A recent Freedom of Information request revealed that despite the publication by Central Government in 1995 of the Nolan Principles binding the conduct of all public office holders, no records currently exist in the Cabinet Office of routine ethics testing carried out across our public services
Sound ethical judgement is critical in attaining and maintaining public and business trust in our public services.
Whilst this argument was underpinned by the Nolan Principles in 1995, the Cabinet Office can't actually evidence today any records of routine ethics testing by staff across the population to which such principles are supposed to apply.
In today's digitally connected economy where e-tools exist to audit ethics awareness, this finding is unacceptable and can easily be addressed.
