If Parliament fails to approve an Agreement to Leave, UK shall Remain in EU.
The UK is successful in the EU. Leaving has well known risks.The Government's position is that, if the government fails to get its agreement with the EU approved by Parliament, the UK should leave anyway.The UK should, in that case, remain in the EU under the treaties, as leaving will have failed.
