Changes to National Rail Conditions for reasonable ticket alterations

I would like to gauge support for a change to the National Rail Conditions of Carriage section 12.

The current wording of your conditions is open to abuse by rail companies when booking standard tickets in advance and requiring a change up to 3 hours prior to travel when collecting from a ticket machine.

It is government policy to encourage the use of sustainable travel and policy which penalises for no good reason is contrary to such policy.

I would like to suggest that something like this is added:

b) standard and first class tickets which have yet to be printed (including uncollected ticket machine tickets up to 3 hours advance of collection) may be altered subject to an excess fare as per clause (a) and shall not be liable to a penalty fare.
