5 year ban on breeding staffordshire bull terriers

please lets try and get this breeding situation under control, there are hundreds if not thousands of this type of dog being bred for a quick buck, most of them will be in dog pounds and put to sleep in the first year of their lives.
i think there should be afive year ban on breeding, then when the ban is lifted only so many breeders that are allocated and veted by the vets are allowed to breed there after
