Increase the criteria for a successful referendum to require a "clear majority".
Referendums can be deeply divisive, therefore defining the success criteria should exceed the 50+1 rule. I propose increasing the threshold to 60%+ to be classified as a "clear majority".
An example of division created through the 50+1 rule would be the Scottish Independence referendum 2014 that split a country in half.
