Scottish born citizens, residing in the UK can vote in the referendum.
In the first Scottish referendum people born is Scotland, but now live in another part of the UK were not allowed a vote, or any ex pats. This should not happen again.
If this is not allowed, EU residents who have resided in Scotland for less than 16 years should not be allowed a vote.
