Cut bureaucracy before benefits

When visiting my local Jobcentre, in order to have a Open University form stamped saying that I was in receipt of certain benefits, I was told that I must submit the form by post,which could take up to 2weeks to be returned,I consequently took this form to my local authority office where this form was stamped within 5mins, therefore my petition is that the DWP,utilize Jobcentres by allowing them to deal with minor issues such as the one described above,thus one member of staff could have dealt with this,as opposed to at least 3 workers,1 in Jobcentre,1 open my posted form and another to stamp my form,this process also wasted paper and postage costs,if this waste of resources could be cut, then surely the cuts to welfare could be minimised
