Ban the use of 'race' or performance exhausts on cars. Increased penalties for those caught speeding in built up areas. Young or inexperienced drivers limited to lower powered cars similar to the restrictions placed on motorcycle riders. Young and inexperienced drivers banned from modifying vehicle from standard form to increase power.
