Increase penalties the Electoral Commission can impose in serious cases
The EC say they would've levied larger fines after probing election expenses.
They reported "numerous failures by a large...experienced party" which likely gave an advantage.
To protect democracy, we need penalties that WON'T be viewed by parties as "a cost of doing business"-a risk EC warns of.
