Change policy on antisocial behaviour.
Councils inform antisocial tenants that they are installing recording equipment into the victims property. This is in favour of the antisocial tenant and not the victim.
The equipment is not in the antisocial tenants home, there is no need to inform them of the recording equipment. If the accused is not acting antisocially then there will be no antisocial noise on the recording. The current policy allows councils to drag out antisocial behaviour cases for years, much to the victims distress.
