Rethink the IR35 tax regulations for locums.

Petition Details

The government closed off the facility in Umbrella Companies for locum / agency workers to claim LEGITIMATE work expenses; forcing them to create a Ltd Company.

Additional Information

This was not done by locums to avoid tax, but to enable them offset work expenses; for example, working away from home incurs £200-£300 a week costs in accommodation etc.
Also, the Government has been unfair as it has not given direction on what is a permanent post and what is not, confusing employers, agencies and locums. Most agencies have panicked; saying all jobs (even if only a few weeks long) are permanent; meaning some locums will be unfairly treated tax-wise. The agencies refuse to accept the online test HMRC provide to say a work is in or out of IR35.
Many posts will not be filled short term as workers will be several £k worse off per year.
