Wooton Bassett should not have to pay themselves for their royal title

Additional Information

Wooton Bassett got its richly deserved Royal staus for its support of our servicemen that died in our name.
I gather from the BBC news that the local council has the bill for this.
Why should the residents pay, via the council for this award? The Country (via the government finance should foot the bill).
