Review the current IR35 legislation which effectively abolishes Limited Co PSC's
HMRC implemented changes to the rules relating to IR35 to take effect from 6th April 2017. In summary there is no change to IR35 legislation introduced in 2000, but the responsibility for making the decision as to whether an engagement is in or out of scope of IR35 will pass from the PSC to the PSO!
Local authorities appear to be adopting a blanket policy when making judgements on IR35!
Contract staff will leave the public sector and make recruiting for positions requiring specialist skills difficult to recruit for!
Senior members of the workforce will retire from specialist positions where there already exists a skills shortage!
It is probable that in the short term local services will suffer, with longer term issues resulting!
Private sector will find a way to attract the best skills!
