Make wrongful parking in, or blocking of, disabled persons parking bays illegal.
For many with limited mobility, disabled parking bays are essential to maintain independence. Abuse is rife, be it wrongful parking or blocking with something else making the bay unusable. The law is also unclear and greatly lacking concerning privately owned car parks. It needs clarification.
