Universal Partnership Passport Agreement that legally recognises a Spouse.
A Universal Partnership Agreement free from discrimination should be enforced in the UK. This would legally identify a couple as legal spouses regardless of Ethics, Religion or Social background. The Agreement should focus purely on the applicants. The process should be fair as possible.
Currently in the Family Law Act a Spouse is somebody who shares a child, shares a Marriage or resides with said partner for a 2 year period. A couple who live a great distance apart (Example: Serving member of the Armed Forces vs a couple that can spend everyday together would arguably be able to prove there is a legitimate partnership and should be recognised as a Spouse regardless of time factors, marital status or children. This would adhere to the Human Rights Act for the wider populous.
