Amend the Highway Code so motorists must report collisions with cats
Amend the Highway Code so motorists be made aware of their responsibilities to report an accident involving cats,so that veterinary care can be provided as soon as possible.Drivers to notify Owner, shelters or veterinarian if cat is alive.Notify council street clean otherwise to fulfil duty by law.
This would support existing provisions of the Animal Welfare Act to 'avoid unnecessary suffering' and also the Criminal Damage Act. Under the Animal Welfare Act, section 30, it gives power to a local authority in England and Wales to prosecute proceedings for any offence under this Act. It would be under section 4 of the Act local councils could issue a fine to drivers failing to stop.
