Make turning the clocks back a devolution issue. Keep British summertime hours in England.

Additional Information

The reason most cited for turning the clocks back each October is because Scottish farmers will be left in the dark in the mornings.
Research has proved time and time again that retaining British Summer Time - meaning it would get darker later in the evenings - would save lives in England.
It should therefore be made a devolution issue: if the Scots want to put the clocks back, so be it
