Horse owners should clear up the horses manure if it's done in a public place.
When people ride horses on public roads, paths or anything similar. They should legally have to pickup the manure from the horse. Dog owners have to do it or get fined, if not. Shouldn't it be the same with horse owners?
Make it a law for owners of horses to pickup manure in public places.
It cause hazards to drivers on the road to avoid it, could causing accidents. Also can be a very slippery surfaces for vehicles and cyclists.
