Ban the Scrapman

Additional Information

I propose a ban on the "scrapman" or more importantly the practice of driving a van around the streets blaring a horn, shouting and taking peoples "rubbish".

These people are a nuisance to us all.
As a postman i'm out on the streets for 5 hrs and i see 3 or 4 on the same streets everyday, everyweek.
