Regulate the cost of special needs equipment and toys

Please cap the costs of special needs equipment and toys as why should a parent or carer pay three times the price of toys or equipment if "special needs" is in the title. I would like the costing of all equipment and toys to be regulated and a fixed price attached to all items.
