The e-petition process be changed to allow people to vote against a proposal.

Additional Information

A proposal could receive a significant number of votes and yet not represent the opinion of the majority, such as a call for the return of Capital Punishment. The ability to show dissent at the time of the petition would give a clearer indication of the popularity or otherwise of a proposal, and greater justification for it being debated.
