Limiting Whips' Powers during e-petition debates
Where a debate has been provoked in the House of Commons by an e-petition the decision on how to vote should only be subject to the individual member's intelligence and conscience.
It shall not be a permissable option for the "Whip's Office" (or equivalent party business manager) to issue peremptory instructions (such as a 'Three-line whip") or indications of preferment for office concerning decisions taken - except in the case that that was in conformity with clear and explicit indications in the Party Manifesto under which the individual member was last elected to the House.
This option shall be further reduced if the member has, in their Election Address, dissassociated themselves from the position given in the Party Manifesto.
The Speaker of the House of Commons, and those that deputise for the office, shall look with strong disfavour, to the extent of a public rebuke, on any attempt to impinge on independence of Members beyond this limit.
