Limit the payment of child benefit to the first two children and do not pay extra benefits for children concieved after the date that benefits started
To save money, discourage overpopulation and financial migration, limit the payment of child related benefits to the 1st 2 children. In addtion, disallow new claims for children conceived after benefits have started to be paid to a claimant.
