Darwen is a market town next to Blackburn and Bolton in Lancashire.We have officially been Blackburn with Darwen council since 1997But in1974 it was Blackburn and Darwen Borough council.Darwen used to be Darwen Borough council Be for the local Government act 1972

The Government e-Petitions Team gave the following reason:

The UK Government and Parliament are not responsible for holding local referendums.

In any case, to create a new borough council, the Secretary of State or the local authority would need to request a boundary review by the Local Government Boundary Commission for England (LGBCE).

You could start a new petition asking the Secretary of State to request a boundary review, if that's what you'd like to happen.
