Inclusion of Community Orders for Fixed Penalty Offences at Local Authority Level

Additional Information

Currently, anyone receiving a fixed penalty notice from their local authority only has the option of paying the fine.

I would like to see the ability to implement a Community Order primarily, where the hours are equivalent to the current fine at the rate of the minimum wage and to be served in the jurisdiction where the penalty was imposed, but in special circumstances this will be commuted to a fine.

This will ensure that Councils are not able to utilise this method as a "cash cow", but also deliver managed and visible results within the community where the offence occurred
