Introduce new legislation - Email providers to provide better spam filters
Add the following features
1) Block by IP address
2) Block by country
3) The ability to blanket ban all spoofed emails
4) The ability to apply the rules locally or at a server level
5) The ability to apply a "key word" rule, regardless of where that word appears in the email
