Unfair Taxation on Sole Traders in the Construction Industry

Additional Information

Is it fair that sole traders in the construction industry who have20% deducted from their gross payments then have to pay 20% from their net payment to H.M. Revenue to cover their sub-contractors tax when the initial deduction already covers this, hence paying tax twice. The C.I.S system needs amending
