Free vote for MPs in a ballot on whether Britain should have a Referendum on the relationship with the EU

Additional Information

I propose that ALL MPs must be given a free vote (no Whipping by Parties) in a Ballot.
A pre-requisite is that MPs should by whatever means (local referenda or local ballot) find out what their constituents want and vote in accordance with the wishes of their constituency and provide true democracy.
