Put in place that all dogs and cats to neutered and to reduce the neutering fees
Make all dogs and cats to be spayed and neutered to stop the wide scale of abandoned and homeless pets and unwanted litters and to stops shelters filling up. And to reduce the cost of pets spaying and neutering fees.
