The Government e-Petitions Team gave the following reason:

The UK Government and Parliament aren't responsible for deciding which taxi and private hire companies are licensed. Those decisions are taken by local elected bodies, usually local councils. In London, the decision was taken by Transport for London, which is accountable to the elected London Assembly.
