Follow Iceland and bring in equal pay legislation that makes an impact.
Equal pay will remain an aspiration; if we don't have the tools nothing will change - Iceland has taken action by codifying the value of jobs to be easily compared and legislating to make employers take action, see: http://www.bbc.co.uk/news/av/magazine-41516920/the-country-fixing-the-gender-pay-gap
