Make ministers acting against the interests of the UK a criminal offence
If the government has commissioned reports regarding an intended action, and those reports indicate that taking the action would damage the country, it should be possible for the appropriate authorities to charge ministers who pursue the action with a criminal offence.
Obviously there are some reports whose contents are withheld from the public for some considerable time after the event to which they are relevant. In these circumstances, there should be no statute of limitations that would allow ministers to escape responsibility for their actions.
