Simple Gov. system - for those fortunate choosing to return any energy benefits.
Fuel poverty is a significant cause of death for elderly - low income plus increased medical need for warmth due to ageing.
Many with sufficient wealth may wish to assist their fellow humans - but it needs to be a straightforward method/process.

Fuel-poverty and elderly-care are serious issues today. There are relevant organisations in place but lacking resources to be creative and innovatively disruptive - such funds might help change things.
