MP's should be obliged to seek local public opinion prior to voting in the Commons on major issues which have not been explicitly addressed in their party's manifest or deviate significantly from the position outlined in their manifest at the previous election. MP's should then be able to justify their vote as a reflection of opinion within their consituency as opposed to their own political opinion.
