should there be a national debate whether Private finance initiative should be outlawed for local councils?

Barts Health NHS Trust will pay £7 billion for a hospital which cost £1.1 billion

Additional Information

Barts Health rebuild cost £1.1 billion but, the final cost will be more than £7 billion with the Barts Health NHS Trust making payments until 2049.
PFI deals will cost taxpayers £209bn over next 35 years.
