Protect vulnerable debtors in enforceable Taking Control of Goods Regulations
Taking Control of Goods National Standards contains guidance for Enforcement Agents when dealing with vulnerable debtors - this guidance is unclear and results in vulnerable people being exploited unnecessarily and new Regulations to clarify this should be debated by Parliament
Give stronger support to vulnerable council tax debtors than provided in Taking Control of Goods, National Standards for Enforcement Agents paras 70-78 Vulnerable Situations. Local Authority should be advised not to send bailiffs to collect the tax from households which have no income due to zero hours contract, benefit sanction or Universal Credit. Bailiffs should be required to report those circumstances in households they call on to the local authority with out taking any further action.
