Make it a legal requirement that all tradespersons become qualified!
Make a legal requirement that 1) any person* who carries out, or offers to carry out, a trade service in or around the home, has gained a relevant recognised qualification 2) the organisation issuing the qualification enters that person's details and qualification into an online public register.
* Including an employee of that person.
