Classify releasing balloons or lanterns as littering with fines as consequences.
Releasing balloons or lanterns in the air creates litter that lands both on land and in the sea. It can have deadly consequences for wildlife in the sea and on land. Released balloons are guaranteed to litter in the environment, so why doesn't the law count it as littering?
