To be compulsory for dog owners to muzzle their dogs if using extendable lead

Petition Details

A cat on my street was sleeping on his windowsill an elderly lady came onto the street with her dog on one of these leads. The dog was at least 15ft in front of lady went between a car saw the cat and fatally attacked and killed the cat, because she didn't have full control of her animal.
