Reduce the tax on cigarettes and return cigarettes to old packaging

I don't think I need to explain the price hikes that have gone on in recent years on cigarettes, but the announcement of Phillip Hammond wanting to Raise prices again is a step to far, I suggest in this petition to remove all pre tax on cigarettes so they are just the 20% sales tax as standard

Additional Information

Akin to this is the packaging rule which has caused problems throughout UK supermarkets of tellers handing customers wrong brands then refusing exchanges, is there any evidence that this reduces smoking in youth? Because I have seen no difference
