Exclude drone 'freestyle/racer' pilots from future drone usage restrictions.
The many 'near miss' drone incidents reported in the media involve drones requiring little skill to fly and piloted by inexperienced individuals. Restrictions would unfairly affect pilots of 'freestyle/racer' drones, which haven't been involved in such an incident to date.

Most racers are >250g, so are affected. Drone racing is highly skilled and its DIY culture would make registering each drone unfeasible.
