Manditory discussion of subject if an E-Petiton achieves more than 100,000 signatures

Additional Information

If an E-Petiton receives more than 100,000 signatures then the House of Commons MUST discuss it. Currently a petition is only 'eliglible' for discussion, this needs to be changed; if 100,000 people believe something has enough merit to be discussed then MP's should act.
